Software upgrade will be performed on the main Plant Operations phone line (7-2059)
IT Com has notified the Plant Operations Call Center that a software upgrade will be performed on the main Plant Operations phone line (7-2059) on Thursday evening, August 31, 2006, between 7pm and 8pm. During the upgrade, ITCom will forward the 7-2059 phone line to a local phone in the POCC; however, the POCC will be unable to handle more than one phone call at a time. Callers receiving a busy signal during the upgrade will need to redial. We’ll monitor the call volume during this period and do our best to keep any phone calls we receive as brief as possible. If you have any questions or concerns, please let me know. Joe, Ken and Roy, please pass this information along to those in housing that will need to know. Thanks. The University of Michigan and City of Ann Arbor Move-In Task Force, preparing for another large freshman class, has set Fall Move-In days of Tuesday, August 29, through Friday, September 1, for new and returning students.
The 2006 Fall Move-In dates break down as follows:

STREET CLOSURES
A number of streets (see below) on or near the U-M campus will have non-standard traffic flow beginning on Wednesday, August 30, and continuing through Friday, September 1. The affected streets will have barricades at both ends, with Security and police personnel directing traffic to residence halls and unloading zones. Although regular city traffic is permitted along barricaded streets, there will be only one travel lane on each.
If drivers not involved in Move-In can avoid the affected streets and the periods of most Move-In congestion, traffic delays will become less likely. Faculty and staff are encouraged to travel to and from work before 9 am and between 4 pm and 6 pm, and to stay clear of streets near residence halls throughout the day.
Traffic changes will be in effect in the following locations:
Thompson -- from East Jefferson to Packard
Madison closed between Division and Thompson
Observatory -- from East Ann to Geddes: southbound traffic only
North University Court
Washington Heights -- Traffic will be limited to one-way eastbound only (from Observatory Street down the hill)
East Ann -- from Observatory to Zina Pitcher Place: eastbound only

It allows the student to park for up to 30 minutes near his or her residence hall on a designated day, according to the Move-In schedule. Any vehicle without a valid unloading permit is subject to being ticketed and towed. Students are given directions to other parking areas for when they are finished unloading. Overnight parking next to U-M residence halls is not permitted during Move-In.
MOVE-IN MAKERS
Move-In Makers will provide assistance to students and parents during the 2006 Fall Move-In. These volunteers from student groups will welcome the new arrivals and guide them through the Move-In process by answering questions and directing vehicles and pedestrians. They will also help students unload and carry in their belongings.
More information is available at . Questions concerning alternate parking options should be directed to U-M Parking Services at (734) 764-8291. For more on the Fall Move-In, contact Tamir Yahav in the Housing Information Office at tamiry@umich.edu or call (734) 763-3164.

U-M CONSTRUCTION TRAFFIC UPDATE
- Washington Heights re-opening to one-way traffic
- Fencing to be installed for Hill Dining Center construction
- Lane reduction on Hayward at Beal Aug. 23
- Student move-in begins Aug. 25
- Fletcher parking structure to begin opening in September
For more details, read below. For maps indicating these projects, please view http://www.aec.bf.umich.edu/closures.html
WASHINGTON HEIGHTS RE-OPENING TO ONE-WAY TRAFFIC
After an extended closure to construct the new addition at the School of Public Health, Washington Heights will re-open this month to vehicles and pedestrian traffic. Vehicle traffic will be limited to one-way eastbound only (from Observatory Street down the hill). Though the exact date of re-opening still is to be determined, it is anticipated the street will be available to vehicle traffic no later than Aug. 25.
Other changes in the area also will occur. Five parking spaces on the south side of Washington Heights just before the intersection with East Medical Center Drive will be removed to allow for proper turning lanes. The turn-around circle that extended into the M28 parking lot will be removed soon and parking spaces will be restored in the parking lot.
FENCING ARRIVING ON PALMER FIELD
Construction fencing around the Mosher-Jordan residence hall renovation and Hill Dining Center construction site will be installed beginning next week. A new curb cut will be installed on Washtenaw Avenue just north of the old pedestrian bridge to enable construction vehicles to access the construction site. The Palmer Field running/walking track will be reconfigured as the fencing, which is anticipated to be in place for two years, will enclose a portion of the existing track as well as some of the tennis courts.
After student move-in is complete, a new crosswalk will be installed across Observatory Street at the south end of Mo-Jo. The site fencing will be completed in mid-September and will require the closure of the west sidewalk along Observatory. Additionally, the parking meters along the east side of Observatory will be closed and the two lanes of vehicle traffic will be shifted one lane east.
LANE REDUCTION ON HAYWARD AUGUST 23
Hayward Avenue, between Draper and Beal avenues, is scheduled to be reduced to one lane of traffic August 23. Flagpersons will be on-site to direct two-way traffic. This lane reduction is necessary in order to lift mechanical equipment onto the roof of the Space Research Building. In case of high winds or lightning, the event will be re-scheduled to August 24.
STUDENT MOVE-IN BEGINS AUG. 25
A reminder that student move-in will begin in earnest Friday, Aug. 25 at the Lawyer’s Club. Campus-wide mass move-in efforts, including adjusted vehicle traffic patterns for one-way traffic flow, will take place August 29 through September 1. For more details, visit the University Housing website at http://www.housing.umich.edu/movein/welcome.html
FLETCHER PARKING STRUCTURE RE-OPENS IN SEPTEMBER
Portions of the Fletcher Street Parking Structure, which has been closed since May for extensive renovations, are scheduled to re-open in September. Dental School patient parking is expected to return to the plaza level of the structure the week of Sept. 5. Limited staff parking with Blue and Gold permits is expected to be available on Level 5 in early September and Level 4 by mid-September. Access in September to both levels will be available only from the Fletcher Street entrance/exit. The remaining floors of the structure as well as the Palmer Drive entrance/exit are scheduled to re-open by mid-October. Available parking for staff and faculty often can be found in the Palmer Drive parking structure, the new structure on Ann Street and the surface lots at Crisler Arena.
ANN, OBSERVATORY STREETS TO BE CLOSED SUNDAY, NEXT WEEK
ANN, OBSERVATORY STREETS TO BE CLOSED SUNDAY, NEXT WEEK
Due to unexpected construction complications including a leaking water main, additional street closures are scheduled in the area of Ann and Observatory streets. Though it is anticipated the closures will have a significant impact on bus routes, drivers traveling from westbound East Medical Center Drive (EMCD) to southbound Observatory should have shorter wait times.
Effective Tuesday (Aug. 15), a complete street closure will be implemented along Ann and Observatory streets from Zina Pitcher Place to EMCD. It is anticipated that this closure could last as long as two weeks. Additionally, the same streets are scheduled to be closed Sunday (Aug. 13) from 7 a.m. to mid-afternoon for emergency repairs.
During these closures, both AATA and U-M buses will re-routed. U-M’s Northbound Commuter bus and the intercampus shuttle will not be able to serve the bus stop at Couzens Hall. For AATA route changes, please contact AATA at (734)996-0400 or check their website at www.theride.org.
